HNTB Inc (formally Thomas K. Dyer, Inc.) (1999 – 2003)

·         Project Manager & Lead Communications Engineer for the Massachusetts Bay Transportation Authority’s  Silver Line and Transitway contracts.  The Silver Line contract included communications system design services for Intelligent Transportation System (ITS) deployment for revenue service vehicles, stations, the Operations Control Center and MBTA’s Internet host website.  The Automatic Vehicle Location subsystem design and integration activities involved a Wireless IP network, Data network to all stations, Vehicle Area Networks and interfaces, Global Positioning Satellite (GPS), Variable Message Signage at stations, Traffic Signal triggering on the route corridor, schedule Adherence updates to provide passengers update bus arrival information at stations and the MBTA’s website. 

 

·         The Transitway contract Construction Phase Service activities involved verification of design and constructability of the contract documents, redesign efforts when necessary, and field verifications of the site conditions to implement the various proposed and modified communications subsystems.  The proposed and redesigned communications subsystems included a  SONET OC-12 Fiber Optic Backbone controlled from 45 High Street,  T1 Channel banks distribution of various voice and data circuits, Public Address controls, Variable Message Signage,  Two-way radio and Leak line antenna farm in the tunnel, Emergency Fan Controls System, and Supervisory Control and Data Acquisition system integration.

 

·         Project Manager & Lead Communications Engineer for  New Jersey Transit.  The contract includes a statewide radio system design for the police and operations on Bus Services.  The engineering activities involved performing Radio Network design, Propagation RF budget link analyses, Microwave point-to-point analyses, tower investigations and noise analyses, design preparation, construction cost estimates, FCC application filings and report generation.

 

·         Lead Communications Engineer for the NY State Department of Transportation Cross Westchester Expressway (I-287) contract.  The project includes communications system design services for a closed circuit television (CCTV) camera and control system, a variable message sign (VMS) system, Highway Advisory Radio (HAR) and traffic monitoring and control center.  The details of the design include a wireless based cellular digital packet data (CDPD) radio system, T1/Fractional T1 leased services for CCTV links, fiber optic bridge interconnection to some existing Traffic Monitoring Control (TMC) facilities , wireless no-FCC license CCTV links, expansion of the existing NYSDOT Highway Advisory Radio (HAR) system and ITS/CCTV Server & CODEC specifications for the network based traffic monitoring operations.

 

Parsons Transportation Group (1992 to 1999)

·       Deputy Project Manager and Lead Communications Engineer for the Massachusetts Bay Transportation Authority (MBTA) System Wide Radio (SWR) contract.  The project included the FCC licensing of twenty 821 MHz pair of frequencies, planning and design of a trunked simulcast two-way radio system.  The proposed radio system design included integration considerations into their existing Operations Control System (OCS) network, the MBTA Tunnel Infrastructure supported by their existing dark fiber assets, their Back-up Control Center, MBTA Police, and coordination among all local public safety jurisdictions requiring interoperability.   Massachusetts’s State Contract wireless provider's leased service and Public/Private partnership costs and business models were analyzed against full capital appropriation for a MBTA owned and operated two-way radio communications system. 

 

·       Systems Engineer – Communications providing communications engineering support to the MBTA Operations Control System (OCS), at 45 High Street Boston, MA.,  project to integrate their existing Public Address, Intercom, Centrex telephone service, ISDN lines, and conventional two-way radio system into the Voice Communications Subsystem (Penta Corporation  Audio Switch Matrix Product) and OCS Ethernet 10baseT dispatch network backbone.

 

·       Systems Engineer – Communications conducting MBTA system-wide communications evaluation.  This included extensive research and planning which lead to detailed recommendations and SWR contract to meet MBTA’s 20 year vision.

 

·       Lead Communications Engineer for the South Eastern Pennsylvania Transportation Authority’s (SEPTA) proposed two-way radio replacement initiative.  The project included FCC refarming and licensing initiatives for their existing 470 MHz spectrum, a review and documentation of their existing fiber optic, and microwave backbone assets and task planning with cost estimates for communications contract initiatives.  Preliminary (30%, 60%) design and cost estimate were performed for a system-wide trunked radio system and fiber optic/microwave backbone to support the Dispatch Control Center in downtown Philadelphia and seven remote dispatch operating control centers.

 

·        Lead Communications Engineer for the Chicago Circulator project.  The light rail project in downtown Chicago included the consideration to travel along the streets along side traffic right-of way and communicate with traffic light assignments in a wireless manner to trigger the traffic light assignments and better manage LRV headway.  Dedicated FCC UHF frequencies were procured for Voice/Data radio as well as downtown-Chicago Spread Spectrum (900MHz & 2.4 GHz direct sequence and frequency hopping) radio testing to ensure reliable traffic light control data links.  A dedicated SONET OC-3 fiber backbone was designed to integrate LRV location data information with a Public Address American Disabilities Act (ADA) compliant system and the Chicago Traffic Control Center.

 

·       Lead Communications Engineer for the CA/T Interim Operation Control Center (IOC) project.  The IOC design, intended to mitigate traffic concerns around Boston during construction, is located at 85 Kneeland Street in the Massachusetts Highway Department building first floor.  The design, specification, with  procurement/construction oversight that included a sixteen full motion color camera (wireless and fiber optic) system with pan/tilt/zoom control, a vehicle incident detection (VID) processor primarily used to count cars remotely and measure traffic density patterns, a traffic observation control center, a Highway Advisory Radio (HAR) designed to deliver motorist traffic delay information, and a roadsideVariable Message Sign system designed to parallel the HAR information visually.

 

·        Systems Engineer – Communications for the annual Metropolitan Transit Authority (MTA), Independent Engineer’s Certification for New York City Transit Authority, Long Island Rail Road, and Metro-North Commuter Rail.  The purpose of the annual report was to evaluate each  Communication Department’s  operating program and measure it against the MTA appropriated budget.  Interviews with department managers were performed as well as a review of the inspection, maintenance, and repair programs (I, M, & R).  Field inspections were scheduled to visit any capital programs/projects that affected the Communications area of the audit.   A final Budget to I, M, R & Capital  Program analysis was performed against the manpower, actual department expenses, and proposed MTA budget.  

 

·       Systems Engineer - Communications for the CA/T A1 contract.  The design support included specifications and contract drawings for the Ted Williams Tunnel for a Synchronous Optical Network (SONET) communications backbone, dedicated fiber optic backbone for video and leaky line antenna system designed to support two-way radio, traffic information, Supervisory Control and Data Acquisition (SCADA), variable message signage, the operations control center and back-up control center.

 

Motorola Communications & Electronics Division  (1985 to 1992)

·       Systems Engineer & Product Consultant to conduct two-way radio system applications for mobile, portable, microwave, paging and dedicated data communications.  As a Systems Engineer, design responsibilities included RF environmental engineering with a special emphasis on reducing radio site intermodulation (IM) and transmitter noise/receiver desensitization (TN/RD) along with antenna site planning.  As a Product Consultant, communications systems needs analyses were performed before the design, specification, and construction of two-way trunked radio system, microwave systems, and public safety operation control centers throughout New England,  New York, New Jersey, and Pennsylvania.   Highlights of those systems include Boston Fire Department, AAA NYC, Pennsylvania Electric Company (PENLEC), Long Island Lighting Company (LILCO), and  Connecticut Department of Transportation (CDOT).
